Selectmen discuss building plans

SALISBURY — The Board of Selectmen gave their consent to the sale of the lease on the cell tower in town, from Wireless Edge to Global Towers LLC; and sketched out plans for proceeding with a number of projects during a quiet regular meeting Monday, April 6.

First Selectman Curtis Rand acknowledged the 52-7 vote at last Friday’s town meeting establishing the Salisbury Sharon Resource Recovery Authority (see story, Page A1) and said that while Sharon arranges financing, Salisbury will work on the deed and on completing the survey of the Luke-Fitting property.

Rand said he saw no reason not to get a building committee established right away, even if the actual groundbreaking is at least two years away.

He added that creating the berms at the property would be completed by the end of the summer, to minimize noise and other annoyances for neighbors.

Selectman Bob Riva, who serves on the Firehouse Building Committee, reported that the group’s work “is moving along with the architect and construction manager.�

He added that Perotti Plumbing came in to assess existing heating and cooling options at the former Illinois Toolworks building, and said the committee is looking at green options.

Rand noted that a scheduled firehouse site cleanup will be covered by $100,000 shifted from a prior state grant, and would be done under Department of Environmental Protection oversight, which will expedite matters.

And on the firehouse and Grove projects, the hope is “that these two jobs can go out to bid in small enough parcels so local guys will get a shot� at the contracts, Rand said.

Rand said the committee handling the new Grove building has agreed on a plan; the drawings are on a table in the lobby of Town Hall for public inspection.

A town meeting on the new Grove is likely to be called for later this month.

Rand reported that the winter of 2008-09 was “one of the worst for snow and ice removal in recent memory,� but the town still had a surplus of about $4,800 in that budget line.

Wireless Edge notified the selectmen several weeks ago that it was trying to sell the tower to Global Towers. Nothing changes in the terms of the lease, which has 20 of 24 years left to run.

Some are framed, some lie loose on the dining table.
