Municipal budget presentation March 28

FALLS VILLAGE — A “thorough inspection” of the Falls Village Day Care building on Page Road by Allied Engineering found the building’s roof to be “safe and secure,” First Selectman Pat Mechare reported to the Board of Selectmen at the regular monthly meeting Monday, March 14.During this winter’s frequent snowstorms heavy, wet snow piled up on the roofs of both the day care center and the Lee. H. Kellogg School. A combination of private contractors, school employees, the Falls Village Volunteer Fire Department and volunteers got the snow off.Mechare said the bill for the engineering assessment was $250.The selectmen adopted a policy for time clock usage at the highway department and the transfer station. It specifies that the regular working hours for highway department employees is 6:30 a.m. to 3 p.m., Monday through Friday, and employees are expected to clock in and out by those times. There will be no compensation for clocking in prior to 6:30 a.m. or after 3 p.m. unless extra paid time was authorized by the department supervisor, the first selectman or her designee. After the first seven minutes an employee is late a monetary penalty may be applied. The same basic rules apply to the primary transfer station attendant, whose hours are 8 a.m. to 3 p.m. Tuesday, Friday and Saturday, and for the transfer station attendant who works Saturdays only, from 8 a.m. to 3 p.m.The selectmen authorized Mechare to sign a deal with Litchfield County Dispatch for emergency telephone notifications. Mechare said the regional system uses a data base with all landlines. Nobody can opt out; residents may request cell phone or e-mail notification. The system can be targeted to specific neighborhoods and was utilized recently with a propane leak in North Canaan. The service is free. An automated call goes out to town residents to let them know about emergencies and, for example, school closings.Mechare said, “We could have let people know that Route 126 was flooded last week” with the system. The selectmen will present their proposed spending plan to the Board of Finance at a special meeting Monday, March 28, 6:30 p.m. at Town Hall. The working draft of the proposed spending plan has a bottom line that is essentially unchanged from the current budget, at $1,543,089.

The home in Sharon that Alexandra Peters and her husband, Fred, have owned for the past 20 years feels like a mini museum. As you walk through the downstairs rooms, you’ll see dozens of examples from her needlework sampler collection. Some are simple and crude, others are sophisticated and complex. Some are framed, some lie loose on the dining table.

Many of them have museum cards, explaining where those samplers came from and why they are important.
