North East adopts 2010 budget

NORTH EAST — At its workshop meeting on Nov. 5, the Town Board held a public hearing on and subsequently reviewed the preliminary budget for 2010. It then made the changes necessary for it to become an acceptable document to all members of the Town Board. That put in place all of the pieces to allow the board to make short order of adopting the 2010 draft budget at its business meeting last Thursday, Nov. 12.

“The board is making efforts to counter balance the effects of the tax rate to the prior year’s, with the draft we have tonight,� town Supervisor Dave Sherman said, adding that he was able to keep the percentage change from this year to next, both inside of the village (town-wide) and outside of the village, to .00 percent.

“When you compare the preliminary budget versus the draft budget, since the numbers are coming up the same, basically I would consider a zero percent change,� Sherman said. “That’s covering town taxes, the general fund, the general outside the village, etc.�

The supervisor went on to stress, as he has throughout the budgeting process, that the town does not set the tax rate.

“The implied tax rate does develop,� he said. “But we don’t set the tax rate. Those numbers are developed by the Dutchess County Department of Taxation in December. They are set on with the amount of levy to be raised.�

Councilman Carl Stahovec expressed his appreciation for the work Sherman did on the fiscal plan.

“I think it’s beautiful,� he said. “It’s 4 cents less than last year, and you can’t beat that.�

“You can’t quite call it a thing of  beauty,â€� Sherman said.

With that Councilman Dan Briggs moved to approve the draft budget. Stahovec seconded the motion, which was passed unanimously.

The Cornwall Library unveiled its latest art exhibition, “Live It Up!,” showcasing the work of the late West Cornwall resident Joelle Sander on Saturday, April 13. The twenty works on canvas on display were curated in partnership with the library with the help of her son, Jason Sander, from the collection of paintings she left behind to him. Clearly enamored with nature in all its seasons, Sander, who split time between her home in New York City and her country house in Litchfield County, took inspiration from the distinctive white bark trunks of the area’s many birch trees, the swirling snow of Connecticut’s wintery woods, and even the scenic view of the Audubon in Sharon. The sole painting to depict fauna is a melancholy near-abstract outline of a cow, rootless in a miasma haze of plum and Persian blue paint. Her most prominently displayed painting, “Flowers,” effectively builds up layers of paint so that her flurry of petals takes on a three-dimensional texture in their rough application, reminiscent of another Cornwall artist, Don Bracken.

A Seder to savor in Sheffield
