Possible sewer change impacts Habitat plans

NORTH CANAAN — Plans to build the ninth Habitat for Humanity of Northwest Connecticut home are approaching a potential detour, in the form of a move from North Canaan to Norfolk.

The lot planned for development with a partner family beginning this summer is in the Green Acres section of North Canaan, where a sewer expansion is proposed.

If approved by Canaan Fire District voters, the sewer would be installed in mid-2011, not long after the projected completion of the Habitat home.

With the cost of a new septic system starting at $20,000 to $30,000, according to information provided at a recent public informational meeting held by fire district officials, it would be financially foolish to install a system to be used for such a short time.

The homeowner would have the option of not hooking up to the sewer right away, and waiting until the septic fails years down the road.

But the Habitat approach is to keep construction expenses as low as possible, keeping mortgage payments reasonable. The projected assessment per residential lot for the sewer project is about $15,000.

The sewer proposal will be decided in the coming weeks.

In the meantime, the Habitat Board of Directors has extended its application deadline by one month. The extension will hopefully encompass the sewer decision process, without unduly delaying the project.

Should the sewer be approved, the 2010 project will be moved to a site already established in Norfolk. The North Canaan site would be built afterward.

“Since the sewer project was not known to the board, we of course advertised that we’re building in North Canaan this year, and have been accepting applications for the North Canaan house,†Volunteer Coordinator Heather Dinneen wrote in an e-mail. “Now that the site may change, we are trying to get the word out to everyone that we are extending the application deadline from June 30 to July 30 so that people are not working on applications for North Canaan if they would not want to move to Norfolk.â€

Applicants need to meet specific criteria set forth by Habitat. There are income limits, but partner families must be able to pay a monthly mortgage, taxes and insurance. Families must also have a need for suitable housing that they cannot obtain through conventional means. They must be willing to contribute “sweat equity†during construction and be involved in a local community.
