Village approaches town with water rate schedule

MILLERTON — The village needs to increase its water rates, Mayor John Scutieri told the Village Board at its meeting last Monday night.

“We are the water operator, so it needs to be set by us,� Scutieri said. “That an increase is needed is easy to understand.

“I don’t think we should increase our water rates by 50 percent,� he added. “But I think it’s important for us to make our increase, which will be significant.�

The new rates will also allow the village to set up a fund balance, to help with both the anticipated and the unforeseen expenses of running the district.

Scutieri approached the North East Town Board with the proposed rate hike, as the town’s district relies on the village’s water.

“Administrations never want to raise rates, but this has been put off for many years,� he stated in a letter addressed to town Supervisor Dave Sherman and the Town Board. “The current rates do not meet the expenses to operate the water system...The village cannot continue to operate its Water Department this way.�

The mayor appeared at the Town Board’s business meeting last Thursday to discuss the issue. Councilman Carl Stahovec said he was sympathetic with the village’s dilemma.

“The new rates aren’t there to make money, they’re just there to operate the system,� he said.

The base rate for individual residential users and each residential unit connected to the system will be  $65 per quarter. The base rate for commercial users will be $98 per commercial unit connected to the system per quarter. In addition to the base rate, all users being metered above the maximum usage will pay for water used as follows:

• $65 per quarter — unmetered residents

• $98 per quarter — unmetered business

• $65 per quarter — metered residents (over 25,000 gallons add $2.34 per 1,000 gallons used per quarter)

• $98 per quarter — metered business (over 25,000 gallons add $4.68 per 1,000 gallons used per quarter)

• $65 per quarter - multifamily per unit or apartment

Service calls

• Water service call off/on, $25 each.

• Water service call (holidays, weekends or emergencies), $75

• Meter service, time and material at prevailing rate

Penalty

• Received 30 days after billing cycle date, 10 percent

• Received 60 days after billing cycle date, 15 percent

• Received 90 days after billing cycle date, shut off

In addition to the increases, the village also wants to bill its water users more often, to lessen the impact of the higher charge. Starting in October water customers will be billed quarterly.

The village, meanwhile, is still working to hook up water meters, which will make billing easier and more fair. Right now about 40 homes still need to be hooked up to meters.

“The goal is that once all of the meters are installed and read we’ll have a better sense of usage,� Scutieri said.

“The  biggest issue here is that you’re trying to improve and balance the budget and there are a lot of things to consider in making the fund balance,â€� Sherman said.

Scutieri said that the district goes through 100,000 gallons of water a day.

“If this is our one shot at the town to say what the rates are, we damn well better be sure what our costs are. We have to know,� said Veteran. “ I understand how we got here, with 25 percent, but I don’t know if that’s going to be enough.�

Right now the average state residential water customer spends $600 annually for water. With the proposed increase village and town users will still be less than half of that state average, according to Scutieri.
