Carmen Paul Bazzano

VERO BEACH, Fla. — Carmen Paul Bazzano, 96, of Vero Beach, Fla., died April 3, 2009, at The Isles of Vero Beach. He was the loving husband for 65 years of Patricia A. Bazzano, who died in 2006.

Born Feb. 18, 1913, in Winsted, Mr. Bazzano had lived in Vero Beach for two years, previously living in Sun City Center, Fla. Before retiring, he had been a salesman for Metropolitan Life Insurance for 42 years, servicing Connecticut, Massachusetts and New York. For more than 30 years, he was the top salesman in his office, attaining membership in the President’s Club.

In Winsted, Mr. Bazzano sat on several city commissions and was a member of St. Joseph’s Church. He was also a Fourth Degree Knight of Columbus.

Survivors include a son, Joseph Bazzano and his wife, Cindy, of Port St. Lucie, Fla.; a daughter, Virginia Rogala and her husband, Jeffrey, of Vernon, Conn.; his grandchildren, Matthew Bazzano and his wife, Susan, of Eagan, Minn., Lisa Bradford and her husband, Daniel, of Atlanta, Ga., Michael Bazzano of Port St. Lucie, Andrew Rogala and Catherine Rogala, both of Vernon; two great-grandchildren, Joseph and Gianna Bazzano, both of Eagan; and other relatives and many friends.

In addition to his wife, he was predeceased by his sister, Carmelina Newell.

Funeral services will be held Tuesday, April 14, 10:30 a.m., from Montano-Shea Funeral Home to St. Joseph’s Church, Winsted, for a Mass of Christian burial at 11 a.m. Friends may call on Tuesday, April 14, 9:30 to 10:30 a.m., at Montano-Shea Funeral Home. Interment will be at St. Joseph’s Cemetery, Winsted.

Telecom Reg’s Best Kept On the Books

When Connecticut land-use commissions update their regulations, it seems like a no-brainer to jettison old telecommunications regulations adopted decades ago during a short-lived period when municipalities had authority to regulate second generation (2G) transmissions prior to the Connecticut Siting Council (CSC) being ordered by a state court in 2000 to regulate all cell tower infrastructure as “functionally equivalent” services.

It is far better to update those regs instead, especially for macro-towers given new technologies like small cells. Even though only ‘advisory’ to the CSC, the preferences of towns by law must be taken into consideration in CSC decision making. Detailed telecom regs – not just a general wish list -- are evidence that a town has put considerable thought into where they prefer such infrastructure be sited without prohibiting service that many – though not all – citizens want and that first responders rely on for public safety.
