Message to Customers of the Sharon Water System: On June 4th and 5th, the Sharon Sewer and Water Commission will be flushing the water mains between 9:00 AM and 4:00 PM. On June 12th, all lines north of West Main Street including West Main Street and Hospital Hill will be completed. The remainder of the system will be flushed on June 13th.

Customers can expect to experience intermittent decreases of water pressure with the potential for discolored water. Limiting water consumption will help to minimize the impact on individual service lines. It is also advisable to refrain from doing laundry, as potential iron and manganese slugs could result in staining.

If any customers notice that their water is discolored or turbid after 4:00 PM they should run their water until it clears before consumption or laundry. Past experience has shown water quality to return to normal within a couple of hours. We apologize for any inconvenience that this might cause you, and thank you for your cooperation. SPECIAL TOWN MEETING

PUBLIC HEARING

JUNE 19, 2019

7:30 P.M.

A Special Town Meeting and Public Hearing of the electors and citizens qualified to vote in town meetings in the Town of Salisbury, Connecticut, will be held at Salisbury Town Hall, 27 Main Street, in the Town of Salisbury, Connecticut, on Wednesday, June 19, 2019 at 7:30 p.m. for the following purposes:

1. To hold a public hearing on the following project pursuant to Section 7-247a of the Connecticut General Statutes: improvements to the Town’s Water Pollution Control Authority plant at 50 Walton Street and portions of its associated collection system, contemplated to include: (a) at the Water Pollution Control Authority plant, installation of additional equipment and treatment processes at the plant for phosphorus removal, including replacement of the existing surface aerators and return activated sludge pumps, new controls and monitoring equipment for the aeration tanks, and chemical feed equipment, piping, and monitoring for dosing coagulant and pH adjustment chemicals, (b) at the Salmon Kill Road pump station, construction of a new pump station with the existing station to act as a back-up, including a 30’ deep wet-well, valve vault with a bypass to the existing pump station, and new generator, (c) various improvements to the wastewater collection system, including cast-in-place and short lining of approximately 5,000 feet of existing sewer main and sealing of manhole structures, and (d) related work and improvements. Electors and citizens qualified to vote in town meetings of the Town and affected property owners will be heard at the public hearing concerning the project.

2. To consider and act on a resolution,

(a) to increase by $479,000 the $2,521,000 appropriation approved at Town Meeting held May 9, 2018 for the project described in item 1 above, for an aggregate project appropriation of $3,000,000. The appropriation may be spent for design, construction, acquisition and installation costs, equipment, materials, site improvements, engineering and other consultant fees, legal fees, grant application and administration costs, and, to the extent of available amounts, net interest on borrowings and other financing costs, and other expenses related to the project or its financing. The Town’s Water Pollution Control Authority shall be authorized to determine the scope and particulars of the project and to reduce or modify the project, and the entire appropriation may be spent on the project as so reduced or modified;

 (b) to authorize the issue of bonds, notes or obligations of the Town in an amount not to exceed $3,000,000 to finance the appropriation; to provide that the amount of bonds, notes or obligations authorized to be issued shall be reduced by any grants received for the project; to authorize the issue of temporary notes or interim funding obligations of the Town in an amount not to exceed $3,000,000 in anticipation of such bonds, notes and temporary notes and the receipt of project grants; and to authorize the First Selectman and the Treasurer of the Town to determine the amounts, dates, interest rates, maturities, redemption provisions, form and other details of the such project borrowings; and to perform all other acts which are necessary or appropriate to issue the project borrowings;

(c) to take such action to allow temporary advances of available funds which the Town reasonably expects will be reimbursed from the proceeds of project borrowings; and to authorize the First Selectman and the Treasurer to bind the Town pursuant to such representations and covenants as they deem necessary or advisable in order to maintain the continued exemption from federal income taxation of interest on the project borrowings authorized by the resolution if issued on a tax-exempt basis, including covenants to pay rebates of investment earnings to the United States in future years; and to authorize the First Selectman and the Treasurer to make representations and enter into written agreements for the benefit of holders of the project borrowings to provide secondary market disclosure information, which agreements may include such terms as they deem advisable or appropriate in order to comply with applicable laws or rules pertaining to the sale or purchase of such project borrowings;

(d) to authorize the Water Pollution Control Authority to exercise such other powers as are necessary or appropriate to complete the project; to authorize First Selectman, the Chairman of the Water Pollution Control Authority, or other proper officers or officials of the Town, to apply for and accept federal and state grants and loans to help finance the appropriation for the project, and to enter into any grant or loan agreement, and to authorize the First Selectman, the Treasurer, the Chairman of the Water Pollution Control Authority, and the Water Pollution Control Authority to take any other actions necessary to obtain grants or loans or to implement such grant or loan agreements; and

(e) to authorize the Board of Selectmen, the First Selectman, the Treasurer, the Water Pollution Control Authority, and other proper officers and officials of the Town to take all other action which is necessary or desirable to complete the project and to issue project borrowings and obtain grants to finance the aforesaid appropriation.

3. To consider and act on a resolution,

To approve the following: That the Town of Salisbury, by Quit Claim Deed, signed by the Board of Selectmen, to Ellen Zimmer and Marcia Dodson, Trustees of the Marilyn Yarnell Family Irrevocable Trust under agreement dated January 13, 2017, and Betty Stratton, release all easements and other rights that the Town of Salisbury may have in the premises located at 71 Long Pond Road, including the sewer pipe line, equipment, pump, and pump house easements and rights and the electricity and telephone line easements and rights that the Town may have acquired in a warranty deed from Del Tenney, et al. to the Town of Salisbury dated November 14, 1972, and recorded at Volume 110, Page 518 of the Salisbury Land Records. This release shall not affect any rights the Town of Salisbury may have pursuant to an Easement Agreement between Marilyn Yarnell and Betty Stratton as grantors and the Town of Salisbury as grantee dated July 26, 2004, and recorded at Volume 207, Page 943 of the Salisbury Land records, which Easement Agreement shall remain in full force and effect in accordance with its terms, or in a quitclaim deed from Marilyn Yarnell and Betty Stratton to the Town of Salisbury dated September 23, 2005, and recorded at Volume 207, Page 839 of the Salisbury Land Records. The Town of Salisbury is releasing old and unused easements.

4. To consider and act on a resolution,

To approve an expenditure of $100,000.00 to be transferred from surplus for legal fees associated with the Cowdery & Murphy LLC-Investigation Report and Lime Rock Park. Dated at Salisbury, Connecticut this 30th day of May, 2019.
