NOTICE IS HEREBY GIVEN that a public hearing will be held before the Zoning Board of Appeals of the Town of North East, Dutchess County, New York, on Thursday, March 17, 2016 at 7:30 PM, or soon thereafter as possible, in the Town Hall, 19 North Maple Avenue, Millerton, New York, on the application of David Elwell, owner of tax parcel # 7269-00-190462, for:

1. A special permit for an accessory apartment in a pre-existing, non- conforming accessory building.

2. A variance requesting a reduction of the required 5 acre lot size to 3.41 acres.

3. A variance requesting a reduction of the required side yard of 50 feet to 22.5 feet to allow the conversion of the pre-existing barn to an accessory apartment.

4. A variance to allow more than a 10% expansion of the floor area of an existing structure being converted to an accessory apartment.

5. A variance to allow a reduction of the required side yard of 50 feet to 22.5 feet for a proposed addition to the existing barn.

6. A variance to allow a reduction of the required side yard of 50 feet to 14.7 feet for a pool house.

7. A variance to allow a reduction of the required side yard of 50 feet to 12 feet for an in-ground pool and skirting. 

8. A variance to allow a reduction of the required front yard of 100 feet from the center of the street to 20.6 feet for a shed.

The parcel is located  on the west side of Reagan Road in the A5A Zoning District of the Town of North East. 

 The above application is open for inspection at the Town Hall.

Persons wishing to appear at such hearing may do so in person or by attorney or other representative. Communications in writing relating thereto may be filed with the Board at such hearing.

Sealed bids are sought and invited by the Town Board; Town of Amenia for the Town Hall Heating System Replacement Project located at 4988 Route 22, as set forth in the specifications prepared by Morris Associates Engineering & Surveying Consultants PLLC, 9 Elks Lane, Poughkeepsie, New York 12601. Separate contracts will be awarded for Contract A- HVAC and Contract B- Electrical Construction. 

Separate sealed bids marked “Town of Amenia Town Hall Heating System Replacement Project” will be received by the Town Clerk of the Town of Amenia, at the Town Hall, 4988 Route 22, Amenia, New York 12501 until 10:15 a.m. on April 11, 2016; will be publicly opened and read aloud with the contracts being awarded as soon as practicable thereafter. Proposals shall be clearly marked Contract A- HVAC or Contract B- Electrical Construction Bid 

Work proposed under this contract is located at the Town Hall at 4988 Route 22 in the Town of Amenia, New York. This contract includes all labor, materials, tools, equipment, and services necessary to complete in an acceptable manner all work, as indicated in the contract documents for the removal of two existing steam boilers, associated piping, radiators, and replacement with two oil fired boilers, one pellet boiler, new baseboard heating, pellet silo, associated piping, and miscellaneous electrical work. 

Copies of the Bid Documents may be obtained on or after  March 11, 2016, from the office of the Town Clerk, Town of Amenia, Town Hall, 4988 Route 22, Amenia, New York between the hours of 9:00 AM - 3:00 PM, Monday through Thursday upon making a payment of $50.00 for each copy of the specifications.  All payments shall be in the form of a check or money order made payable to the Town of Amenia. 

Each Bidder may request a site visit to inspect the existing conditions in the Town Hall by contacting Victoria Perotti, Town Supervisor, at 845-373-8118 ext. 105, or e-mail at vperotti@ameniany.gov between 9:00 a.m. and 4:00 p.m. A Pre-Bid meeting will be held on March 24, 2016 at 10:00 AM at the Amenia Town Hall.

Each bidder must deposit with his/her bid, security in the amount of not less than five percent (5%) of the base bid in the form of a certified check or a bid bond subject to the conditions of this proposal. The successful bidder shall be required to provide a Performance Bond and Labor and Material Payment Bond for 100% of the contract price, and a Maintenance Bond in the amount of 10% of the contract price.

The completion date for this project will be 120 days from the starting date to be specified in the Town’s Notice to Proceed; TIME WILL BE OF ESSENCE AS TO THAT DATE.

No bid will be accepted unless a signed Certification of Non-Collusion is submitted with the bid.

The Town of Amenia Town Board expressly reserves the right to waive any irregularities in or to accept any bid or to reject any and all bids. No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the bid opening in accordance with General Municipal Law Sec. 105.

The bond resolution, a summary of which is published herewith, has been adopted on February 4, 2016, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Town of Amenia, Dutchess County, New York, is not authorized to expend money, or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution.  Such resolution was subject to permissive referendum.  The period of time has elapsed for the submission and filing of a petition for a permissive referendum, and a valid petition has not been submitted and filed in connection with such resolution.

Swift House committee learns of potential buyer at first meeting

KENT — The fate of the Swift House is once again front and center after the newly formed Swift House Investigation Committee held its first meeting Tuesday, Feb. 24 — and learned that a local attorney is interested in buying the historic property.

At the meeting’s outset, committee member Marge Smith said local attorney Anthony Palumbo has expressed interest in purchasing the building. “He loves it and said he’d be honored to buy it and maybe lease part of it back to the town. He would be OK with a conservation easement.” She said he supports several previously proposed uses, including a welcome center and exhibition space.

Sharon median home price rises to $710,000 as inventory tightens

SHARON — The 12-month trailing median price for a single-family home in Sharon increased to $710,000 for the period ending Jan. 31, 2026 — its highest point since September 2024 as home values across much of Connecticut continued to edge higher.

The figure marks an increase from the $560,000 median recorded for the 12 months ending Jan. 31, 2025, and from $645,000 for the comparable period ending Jan. 31, 2024. While January and February are typically slow months, the 12-month rolling figure reflects a broader reset.

Kent's towering snowman honors Robbie Kennedy

Jeff Kennedy visits the 20-foot-high snowman located in the Golden Falcon lot in Kent that was created in honor of his late brother Robbie Kennedy.

KENT – Snowman Robbie stands prominently in the center of town, just as its namesake — longtime Kent resident Robbie Kennedy — did for so many years.

The 20-foot-high frozen sculpture pays tribute to Kennedy, who died Feb. 9, at the age of 71. A beloved member of the community, he was a familiar sight riding his bicycle along town roads waving to all he passed. Many people knew him from his days working at Davis IGA, the local supermarket. He was embraced by the Kent Fire Department, where he was named an active emergency member and whose members chipped in to buy him a new bike, and by the Kent School football team where coach Ben Martin made him his assistant. At Templeton Farms senior apartments, he was the helpful tenant, always eager to assist his neighbors.

To save birds, plant for caterpillars

You must figure that, as rough as the cold weather has been for us, it’s worse for wildlife. Here, by the banks of the Housatonic, flocks of dark-eyed juncos, song sparrows, tufted titmice and black-capped chickadees have taken up residence in the boxwood — presumably because of its proximity to the breakfast bar. I no longer have a bird feeder after bears destroyed two versions and simply throw chili-flavored birdseed onto the snow twice a day. The tiny creatures from the boxwood are joined by blue jays, cardinals and a solitary flicker.

These birds will soon enough be nesting, and their babies will require a nonstop diet of caterpillars. This source of soft-bodied protein makes up more than 90 percent of native bird chicks’ diets, with each clutch consuming between 6,000 and 9,000 caterpillars before they fledge. That means we need a lot of caterpillars if we want our bird population to survive.
