Region 7 to host budget workshop

REGION 7 — The Region 7 School District Board of Education will hold its first budget workshop this Wednesday, March 17, beginning at 6 p.m. in Northwestern Regional High School’s media center.

The only business to be conducted at this special meeting will be a discussion of the school board’s 2010-11 budget proposal, which will go before district voters for their approval or rejection sometime in May.

The school system serves students from the towns of Barkhamsted, Colebrook, New Hartford and Norfolk.

As a starting point, Region 7 Superintendent of Schools Clint Montgomery presented his $17.9 million working budget for the new school year — a 1.7-percent increase over the current budget — at the board’s Feb. 24 meeting.

The new budget proposes reductions in certified and non-certified staffing levels throughout the district, including classroom teachers.

In all, 28 employees would be affected, with some staff members being laid off and others having their regular hours reduced.

Other areas targeted for proposed reductions include student field trips, professional development for teachers and other staff members, equipment and supply purchases and computer hardware costs.

The budget does not include any new programs that are not paid for by grants or anticipated grant awards.

As part of the budget development process, the school board will hold budget presentations and information sessions in each of the district’s four towns over the next several weeks.

In addition, administration officials were expected to meet with representatives from the towns’ boards of finance for budget talks on March 5.

In addition to the tough economic times, another driving force behind this year’s budget difficulties is an unexpected jump of more than 30 percent in health-care benefit package costs for staff members.

The board unanimously passed a motion early last month that formally requested  the district’s teachers and staff unions to reopen their contracts to allow for possible negotiated concessions in salaries and benefits to help offset the fiscal crunch.

In response, Region 7’s administrators union, Northwestern Administrators Association, agreed to a pay freeze and the district’s custodial and maintenance union representatives have said they are willing to sit down and talk with the board.

Also, the administration recently entered into contract talks with the district’s secretarial union, although the organization was already due to negotiate a new agreement with the board.

Northwestern Teachers Association, the district’s teachers union, declined the board’s request for contract talks.
