Town of Washington Planning Board meeting

WASHINGTON — The Washington Planning Board made progress with old business and had some new business introduced at the Tuesday, Oct. 4, meeting. The night’s agenda began with old business for a site plan and special use permit for Lang Farm, located at 317 Millbrook School Road. The farm belongs to Sophia Lang Assael. At the Tuesday, Sept. 6, Planning Board meeting a representative for the applicant, Mark Graminski, said that Assael would like a riding arena added to the barn and that renovations are planned for the existing barn. The board ended that meeting by telling Graminski it must be declared the lead agency for the application and that a public hearing for the site plan would have to be set. Graminski returned to the Planning Board on Tuesday night regarding the application, which also included a request for a special use permit for the proposed renovation of the barn, which is of an existing nonconforming use conversion. The additional barn space will add a private riding arena 170 feet by 90 feet, totalling 15,300 square feet in size.“I understand the purpose of tonight’s meeting is for the board to consider tonight’s application,” said Graminski. “I just want to note that the applicant is considering a change to the size of the riding arena. It’s in consideration, but I didn’t want to go through it all and then coming back for next month’s meeting and surprise the board with the applicant’s possible decision to change this. I don’t think it affects any of the thresholds as it still stays away from protected areas. It’s just a little larger building.”The board discussed how the possible size change could cause any problems for the surrounding area.“There are no negative declarations for environmental impact, no Board of Health issues, no additional paving, access is the same and there are no trees being cut down,” said Edward Jorgaensen, Planning Board member. “It’s essentially flat land there; it’s a little closer to the wetlands but it’s outside the protected area. It’s a large barn, but some of them are. I don’t see for a SEQRA [State Environmental Quality Review Act] application negative declaration that that much has changed for what we are doing tonight.”The board agreed that although the barn may be built larger than expected that few issues will arise from the change. A motion to adopt a negative declaration, which means few environmental impacts are foreseen as a result of the project, was passed.Next on the agenda was more old business: a site plan and special use permit request from Alexandra Marshall, of 275 South Road. The application for a special use permit was for an apartment in an existing barn, described as a caretaker’s or auxiliary apartment. Marshall’s application was being reinstated from 2002. The board found a certificate of occupancy (CO) for the apartment in the barn issued in April of 2005; no changes have been made to the apartment since. The board was asked to legalize the apartment, which has a certificate of occupancy but no site plan approval. The applicant’s plea was based on the fact that the ground floor apartment in the barn has the CO, which he said makes the apartment a lawful auxiliary apartment. No action was taken by the board, because the certificate of occupancy that Marshall previously had was sufficient for making one of the apartments in the barn legal, according to the board. The last item on the agenda was new business presented by Brian Long from Orvis Sandanona located on Route 44A. An application request was submitted for expansion to the clubhouse with an addition to the meeting room and store area.“It’s really a way to enhance our current customers’ experience,” said Long.The board carried a motion to approve the site plan for the specific project.“I would like to entertain a motion to approve the site plan for this specific project conditioned upon the engineer’s report certifying adequate septic capacity for the proposed project,” said Neal Wilson, Planning Board consultant.The Planning Board approved the motion allowing Orvis Sandanona to continue pursuing its expansion. The Planning Board has regular meetings the first Tuesday of every month at 7:30 p.m. at the Town Hall.

A best-selling novelist, Lamott shared her thoughts about the book, about life’s learning experiences, as well as laughs with the audience. Lesser, an author and co-founder of the Omega Institute in Rhinebeck, interviewed Lamott in a conversation-like setting that allowed watchers to feel as if they were chatting with her over a coffee table.

Hotchkiss students team with Sharon Land Trust on conifer grove restoration

It was a ramble through bramble on Wednesday, April 17 as a handful of Hotchkiss students armed with loppers attacked a thicket of buckthorn and bittersweet at the Sharon Land Trust’s Hamlin Preserve.

The students learned about the destructive impact of invasives as they trudged — often bent over — across wet ground on the semblance of a trail, led by Tom Zetterstrom, a North Canaan tree preservationist and member of the Sharon Land Trust.
