Despite rain, HLWA benefit goes on

WINSTED —  The  nonprofit Highland Lake Watershed Association (HLWA) held its13th annual benefit, An Evening on Highland Lake, on Saturday, July 8, at the home of Matt and Joanne Smith, featuring wine and beer tasting by the Ledgebrook Spirit Shop, food from several local restaurants and live music.

During portions of the event heavy rain fell.

Despite the foul weather, attendees all gathered around under a canopy in the Smith’s yard and enjoyed the event.

Beth Papermaster, vice president of the board of directors, said the event was a success.

“Tonight we had a record breaking crowd of 250 people who attended,” Papermaster said

“This event rotates with a different member of HLWA hosting every year. Matt and Joanne generously opened up their property for us tonight.”

Papermaster said that, while she did not have an exact estimate, she estimated that the event raised several thousands of dollars for HLWA.

“HLWA’s primary mission is to protect the quality of water at Highland Lake,” she said. “To that end, we pay for the monthly monitoring of the water quality. We work very closely with the town. The town is responsible for the overall safety and well being of the lake, but they ask HLWA for advice and input.”

Papermaster said HLWA includes volunteers who help collect water samples in order to monitor lake water quality.

“This is our largest fundraiser for the year and it allows us to raise funds in order to help us support our mission, which also includes supporting the lake’s marine patrol,” Papermaster said. “We also have a legacy program where we get donated property that HLWA in turn protects from development.”

HLWA secretary Carol Zacchio said HLWA has 215 members.

“It’s important to have this organization in order to safeguard this wonderful body of water in town,” Zacchio said. “Highland Lake is such an asset to the town. HLWA has worked with the town for years in order to maintain this beautiful lake. We need to continue to do that.”

Organization President Sam Sciacca said that the attendance for this year’s event is “quite amazing.”

“We always had a good turn out, but the attendance for this year’s event is probably almost double of what our usual average is,” Sciacca said. “A lot of people put in a lot of hard work into this. Matt and Joanne have been absolutely great not only in sharing their property with us, but also bringing a lot of people to the event who may not normally come in. This event is what HLWA is all about people coming together who all want to do something good about the lake. We want to make sure that this wonderful lake and the area around it is here not just for residents to use, but for people to use 50, 100 to 200 years in the future.”

Matt Smith and his family are probably best known to residents as the top fundraisers for the Special Olympics’ Penguin Plunge events.

Over the years, Smith, along with his friends and members of his family, have raised thousands of dollars for the organization.

“I’ve been involved with HLWA for more than 15 years,” Smith said. “It’s a great organization that does a lot for the lake. They clean up and take care of the lake. HLWA has always made sure that the lake is healthy.”

Smith said that he has lived near Highland Lake his whole life.

“HLWA does great work,” Smith said. “It was my turn to host the event and I wanted to make sure we did it right.”

John Carter, who served as rector of St. John’s Episcopal Church in Salisbury from 1999 until his retirement in 2014, launched the first iteration of the nonprofit Vecinos Seguros 1 (Safe Neighbors) in 2017 by introducing a misa, a Spanish-language worship service, at Trinity Lime Rock Episcopal Church.

In December 2024, amid concerns over a renewed federal crackdown on immigrants, a group of volunteers revived the program as Vecinos Seguros 2 (VS2). According to its 2025 annual report, the initiative “created a network of trusted allies to help those who may be targeted by immigration enforcement agents,” taking a low-key approach that prioritizes in-person connections.
