Environmental review for Keane Stud moves forward, slowly


 

AMENIA — Although it is still not available for public review, the Planning Board is continuing to meet with representatives about the Draft Environmental Impact Statement (DEIS) for a planned expansion of the Keane Stud horse farm, off Depot Hill Road. The proposed development is also frequently referred to as Depot Hill Farm.

The expansion, if approved, would include housing units and an equestrian center.

Both Planning Board Chairman George Fenn and Brandee Nelson, project manager from Crawford and Associates engineering, believe the DEIS is moving forward.

"Greenplan [representatives] submitted a draft memo on the DEIS and they felt it is still not ready for public review, but it’s getting closer," Fenn said. Greenplan is an environmental consulting firm hired by the town's Planning Board. "They will have to go back and do more work before it’s ready for public scrutiny."

The farm would continue to operate as a horse stud farm and add approximately 138 residential units, a dairy barn, a community garden and a wastewater treatment plant. All will be built on 60.7 acres of the farm’s land.

"The plan has remained substantially the same," Nelson said. "We met with the board last week about the DEIS, and this week we anticipate having more comment letters about it. We’re just waiting to get some feedback and we are hopeful as well."

In a previous interview, Nelson said that the housing units are planned to be two level, four bedroom single family homes. However, exact specifics on the units have not been decided as of yet.

The plan calls for houses to be tightly clustered together in order to have a hay field for the horses on the farm.

A homeowners' association with condominium agreements will be used to manage the development.

An equestrian center complete with paddocks, which are enclosed horse pastures, will be built on 90.3 acres of land. The existing horse stud farm will remain on 100.2 acres of land and 159.29 acres will remain open.

The board plans to meet with Nelson on the project during tonight’s regular meeting, which will be held at 7 p.m. in Town Hall.

Also on the agenda for the meeting: The board will schedule a public hearing on site plans for the construction of Santo Pizzeria and Restaurant, which is due to be constructed in Freshtown Plaza.
