LEGAL NOTICE

NOTICE OF ADOPTION OF RESOLUTION

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Amenia, Dutchess County New York, at a meeting held on the 19th day of July, 2018, duly adopted the resolution published herewith SUBJECT TO A PERMISSIVE REFERENDUM.

 BOND RESOLUTION DATED JULY 19, 2018.

A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE CONSTRUCTION OF THE TRAIL TO THE TRAIN PROJECT IN AND FOR THE TOWN OF AMENIA, DUTCHESS COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $1,000,000 AND AUTHORIZING THE ISSUANCE OF $1,000,000 SERIAL BONDS TO PAY THE COST THEREOF.

WHEREAS, all conditions precedent to the financing of the capital project hereinafter described, including compliance with the provisions of the State Environmental Quality Review Act, have been performed; and

WHEREAS, the capital project hereinafter described has been determined to be a Type I Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, the implementation of which as proposed, it has been determined will not result in any significant adverse environmental impact; and

WHEREAS, it is now desired to authorize such capital project and its financing; NOW, THEREFORE, BE IT

BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Town Board of the Town of Amenia, Dutchess County, New York, as follows:

Section 1.The construction of the Trail to the Train project in and for the Town of Amenia, Dutchess County, New York, including and incidental improvements and expenses in connection therewith, is hereby authorized, subject to permissive referendum, at a maximum estimated cost of $1,000,000.

Section 2.It is hereby determined that the plan for the financing of the aforesaid maximum estimated cost is by the issuance of $1,000,000 of serial bonds of the Town hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law; provided, however that the amount of serial bonds ultimately to be issued shall be reduced by any grants-in-aid received therefor.

Section 3.It is hereby determined that the period of probable usefulness of the aforesaid specific object or purpose is fifteen years, pursuant to subdivision 19(c) of paragraph a of Section 11.00 of the Local Finance Law.  It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years.

Section 4.The faith and credit of said Town of Amenia, Dutchess County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable.  An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year.  There shall annually be levied on all the taxable real property of said Town, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable.

Section 5.Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Town Supervisor, the chief fiscal officer.  Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said Town Supervisor, consistent with the provisions of the Local Finance Law.

Section 6.The powers and duties of advertising such bonds for sale, conducting the sale and awarding the bonds, are hereby delegated to the Town Supervisor, who shall advertise such bonds for sale, conduct the sale, and award the bonds in such manner as the Town Supervisor shall deem best for the interests of said Town, provided, however, that in the exercise of these delegated powers, the Town Supervisor shall comply fully with the provisions of the Local Finance Law and any order or rule of the State Comptroller applicable to the sale of municipal bonds.  The receipt of the Town Supervisor shall be a full acquittance to the purchaser of such bonds, who shall not be obliged to see to the application of the purchase money.

Section 7.All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the Town Supervisor, the chief fiscal officer of such Town.  Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Town Supervisor shall determine consistent with the provisions of the Local Finance Law.

Section 8.The validity of such bonds and bond anticipation notes may be contested only if:

1)Such obligations are authorized for an object or purpose for which said Town is not authorized to expend money, or

2)The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or

3)Such obligations are authorized in violation of the provisions of the Constitution.

Section 9.This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150 2.  Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein.

Section 10.Upon this resolution taking effect, the same shall be published in full or summary form in the official newspaper of said Town for such purpose, together with a notice of the Town Clerk in substantially the form provided in Section 81.00 of the Local Finance Law.

Section 11.Pursuant to the provisions of Section 35.00 of the Local Finance Law, this resolution is adopted subject to permissive referendum.

TOWN OF AMENIA

TOWN HALL IMPROVEMENTS PROJECT

Contract # 4977.02

NOTICE TO BIDDERS

Sealed bids for Contract # 4977.02 are sought for the Town of Amenia, Town Hall Improvements project. Improvement include, but are not limited to, construction of a new raised platform and stair system over an existing concrete ramp, installation of a new vertical platform wheel chair lift, removal and infill of an existing exterior door, replacement of one 36” exterior door with a 48” exterior door in a block wall, replacement of four (4) bathroom sinks to meet ADA accessibility requirements, demolition and reconstruction of a wood framed partition wall, and more as outlined in the scope of work on the title page of the project drawings. 

The project is located at 4988 Route 22, Amenia, NY 12501. Sealed bids are sought and invited by the Town of Amenia, as set forth in plans and specifications dated July 20, 2018 prepared by Crawford & Associates Engineering & Land Surveying, P.C., 4411 Route 9, Suite 200, Hudson, New York, 12534. 

Bids will be received at the Town Hall, 4988 Route 22, Amenia, NY until 3:00 pm on August 10, 2018.  The bids will be publicly opened and read aloud immediately thereafter. 

 All activities on site shall be consistent with State and Federal regulations. This job is subject to prevailing wages.

A mandatory pre-bid meeting will be held on Wednesday, August 1, 2018 at 10:00 am, at the Amenia Town Hall, located at 4988 Route 22, Amenia, NY 12501. All questions from the pre-bid meeting will be answered in writing via email within one week of the meeting. 

Questions regarding the project plans and specifications will be accepted in writing until 4:00 pm on August 6, 2018.  Questions must be submitted via email to Tbombola@
crawfordandassociates.com.  

All Bid Documents may be examined during regular office hours at the town hall, 4988 Route 22, Amenia, NY, beginning on July 26, 2018.  Copies of the Bid Documents may be obtained from the Town Clerk at the Town Hall, upon making a deposit of fifty (50) dollars for each set of Bid Documents obtained.  All payments shall be in the form of a check or money order made payable to the Town of Amenia.  Electronic copies of the Bid Documents can be obtained by emailing Tbombola@crawfordandassociates.com

No bid will be accepted unless a signed Certification of Non-Collusion is submitted with the bid.

The Town of Amenia expressly reserves the right to waive any informality in or to accept any bid or to reject any and all bids or to award on any or all items as the interest of the Town of Amenia may appear to require.

No bidder may withdraw his bid within forty-five (45) days after the actual date of the bid opening.

Robert Donald Stevens

MILLERTON — Robert Donald “Bob” Stevens, 63, a lifelong area resident died unexpectedly on Monday evening, March 30, 2026, at his home in Millerton, New York. Bob had a 40-year career with the Town of North East Highway Department where he currently served as the Town of North East Highway Superintendent for nearly two decades. One of Bob’s proudest accomplishments was seeing the completion of the new Town of North East Highway Department Facility on Route 22 in Millerton.

Born Dec. 20, 1962, in Sharon, he was the son of the late Kenneth W. and Roberta K. (Briggs) Stevens. Bob was a 1981 graduate ofWebutuck High School in Amenia, he also attended BOCES Technical School in Salt Point, New York, while enrolled at Webutuck. Bob served his community for many years as an active member of the Millerton Fire Company and was a longtime member of the New York State Association of Town Superintendents of Highways, Inc., where he always enjoyed attending highway training school in Lake Placid. Bob really enjoyed traversing the local roadways in Millerton in his iconic orange pick-up truck, and could often be seen at all hours of the day and night making sure that the main roads and side roads were in the best possible condition for his friends and neighbors. Bob loved the Town of North East and he will be dearly missed by those he served throughout his decades long career. In his spare time, he enjoyed texting with his son Robert, time on the Hudson River and rebuilding engines for many friends in his younger years.

CANAAN — Lucille A. Mikesell passed away peacefully on April 3 with family at her home in Canaan Valley, Connecticut. She was 106.

Born on Sept. 5, 1919 in Cedar Rapids, Iowa, she was the daughter of William Harvey Cohea, of Mason, Illinois, and Lillian Amanda Williams of Morley, Iowa. She graduated from Roosevelt High School in Cedar Rapids in 1937, and married her husband, Ralph J. Mikesell in 1938.

John Carter, who served as rector of St. John’s Episcopal Church in Salisbury from 1999 until his retirement in 2014, launched the first iteration of the nonprofit Vecinos Seguros 1 (Safe Neighbors) in 2017 by introducing a misa, a Spanish-language worship service, at Trinity Lime Rock Episcopal Church.

In December 2024, amid concerns over a renewed federal crackdown on immigrants, a group of volunteers revived the program as Vecinos Seguros 2 (VS2). According to its 2025 annual report, the initiative “created a network of trusted allies to help those who may be targeted by immigration enforcement agents,” taking a low-key approach that prioritizes in-person connections.

EAST CANAAN — Anthony Louis Veronesi , 84, of 216 Rocky Mountain Way in Arden, NC formerly of East Canaan, died March 26, 2026 at the Solace Center in Ashville, NC.Anthony was born December 14, 1941 in North Canaan, CT son of the late Claudio Serene and Genevieve Adeline (Riva) Veronesi.

Following graduation from Housatonic Valley High School in Falls Village, Anthony worked at the former Pfizer Company in Canaan for a short time before entering the US Air Force.He served for four years in active duty rising to the rank of Sergeant.He was released from active duty on April 9, 1968.After leaving the Air Force,Anthony worked at the Becton Dickinson Company in Canaan.He was transferred to North Carolina and retired from BD.Anthony then began his career for the United States Postal Service, for many years as a mail handler, before his retirement from the Postal Service.
