'No longer a needed role for a Steering Committee'

MILLBROOK — Last week three members of the Comprehensive Plan Review Steering Committee resigned, including Co-chair Tom Beaumont, Frank Genova and Jim Shequine. All submitted letters of resignation, leaving Don Hanson as a one-man steering committee.

A statement from the town of Washington received by The Millerton News on Sept. 14 said, “About 90 percent of that function has successfully been completed. Therefore there is no longer a needed role for a Steering Committee. The subcommittees still have a vital and active role in the update process and will be working directly with the Town Board and River Street, the consultants, to complete the update. The process is and will continue to move forward.�

Town Supervisor Florence Prisco announced the resignations of Beaumont and Shequine at the regularly scheduled Town Board meeting on Sept. 9. The next day Prisco received another resignation letter from Genova.

Beaumont’s resignation letter cited health reasons after more than 30 years of service to the town.

Shequine’s letter, written the following day, said, “Since the chair of the Comprehensive Plan Steering Committee has resigned, I feel that this is the time to dissolve the committee and turn the final work of completion back to the Town Board, since it is only the board that has legal authority. It is my opinion that the Town Board should now instruct the consultant to draft a preliminary comprehensive plan, submit it to various approval agencies for comment, and schedule the appropriate public hearings.�

Frank Genova’s letter echoed similar views.

“As a member of the steering committee, I feel we have reached a point where the Town Board is in a position to move forward with the adoption of a master plan.�

The supervisor, Town Board, attorneys and consultants are currently considering how to reorganize the committee and have scheduled a workshop meeting on Sept. 27 with the Town Board, committee heads and River Street. Prisco said she planned “to get all the parties together to try and proceed.�

The members of the Comprehensive Plan Review Committee were appointed at a regular town meeting on July 31, 2007. The remaining members of that 12-member committee are Co-chair Don Hanson, Bob Audia, the Town Board liaison, Jerry Baker, Jesse Bontecou, Maureen King, Tim Marshall, Karen Mosca, David Strayer and Dan Weller.

At the time of the appointments, according to town minutes, Kate Farrell questioned the credentials of the individuals on the committee and requested that their biographies be made available to the public. Since then the committee’s activities have been under aggressive scrutiny by some town residents who reportedly feel their views are not represented in the planning process.

After 32 years of serving on the town of Washington Planning Board, Beaumont resigned from that position in addition to the comprehensive plan co-chairmanship. Robert Alley, another member of the Planning Board, also resigned for personal reasons.

The total of five resignations leaves three spots vacant on the Comprehensive Master Plan Review Committee and two vacancies on the six-member Planning Board chaired by Joshua Mackey.

In light of rising local interest in the centuries-old game of Backgammon, Wednesday afternoon backgammon instruction and play sessions are being offered at The Hotchkiss Library of Sharon. The first such session was held on Wednesday, Aug. 13, attracting two enthusiastic participants, both of whom resolved to return for the weekly sessions.

Expert player and instructor Roger Lourie of Sharon, along with his equally expert wife, Claude, led the session, jumping right into the action of playing the game. Claude chose to pair with Janet Kaufman of Salisbury, a moderately experienced player looking to improve her skills, while Lourie teamed himself with Pam Jarvis of Sharon, who was new to the game.
