State vote could knock wind out of turbines

Proposed legislation that would change the way wind turbines are regulated as been sent to the state House of Representatives for a vote.If approved, House Bill 6249 would put a moratorium on wind turbine projects until the Connecticut Siting Council can adopt regulations for such projects.The joint Committee on Appropriations voted 40 to 10 in favor last week, making it the third committee to endorse the proposed bill. Endorsements also came from the Committee on Energy and Technology and the Committee on Planning and Development.State Rep. Roberta Willis (D-64) and state Rep. John Rigby (R-63) both voted in favor of the bill in committee.Pending applications by BNE Energy Inc. to build commercial wind turbines in Prospect and Colebrook prompted the proposal. The Siting Council is currently dealing with those applications. It is considering expert opinion on aspects such as setbacks from adjoining properties, height, noise, shadow flicker, ice throw and environmental impacts. New regulations would be required to address those and more, much as was established for cellular communication towers.Currently, the only regulations in the state are a few adopted locally. BNE filed an application in North Canaan last fall. It was denied by the Planning and Zoning Commission on the basis of no local regulations. Commissioners have since begun a set of draft regulations, and have requested information on what the state has planned for its own regulations.
