Taxpayers Challenge 2007 Revaluation


 

WINSTED — Following a 2007 revaluation of Winchester real estate, in which the value of many homes increased by more than 100 percent, the Winchester Taxpayers Association is making a final push to fight the overall spike in assessments.

Association President David LaPointe said Wednesday he believes property values have been unfairly assessed by Vision Appraisal, the firm contracted by the town of Winchester to perform revaluations every five years.

"It is our contention, as it was in 2003, that these revaluations are flawed," LaPointe said. "We are going to be holding a press conference in front of Town Hall to discuss this and let people know that we’re going to have a taxpayer forum on how to appeal their assessments."

LaPointe said the increased assessments only mean increased taxes for residents, despite promises of a lower mill rate. "They say it’s going to increase the grand list and the mill rate will drop but does that ever happen?"

LaPointe noted that he has been in contact with community lawyer Charlene LaVoie regarding property assessments in Winsted and that LaVoie is helping members of the community who wish to file appeals. LaPointe said he plans to invite staff from the tax assessor’s office to the taxpayers forum to give people general information about assessments and appealing them. "We’re talking about the rights of taxpayers," he said. "We’re hopefully going to be able to offer them a checklist of the things they need to do to appeal an assessment if they feel it’s wrong.

LaPointe said he believes home prices have fallen more significantly than reflected in the Vision Appraisal assessment and that the results are statistically flawed. He encouraged residents to visit Vision Appraisal’s Web site, visionappraisal.com, and click on the company’s Connecticut database to compare the assessments of properties of Winchester and across the state.

In the meantime, the deadline for Board of Assessment Appeals hearing requests is March 20. Hearings will be held in April.

Bears headline DEEP forum in Sharon; attendees call for coexistence, not hunting

SHARON — About 40 people filled the Sharon Audubon Center on Wednesday, Dec. 3, to discuss black bears — and most attendees made clear that they welcome the animals’ presence. Even as they traded practical advice on how to keep bears out of garages, porches and trash cans, residents repeatedly emphasized that they want the bears to stay and that the real problem lies with people, not wildlife.

The Connecticut Department of Energy and Environmental Protection (DEEP) convened the meeting as the first in a series of regional Bear Management Listening Sessions, held at a time when Connecticut is increasingly divided over whether the state should authorize a limited bear hunt. Anticipating the potential for heated exchanges, DEEP opened the evening with strict ground rules designed to prevent confrontations: speakers were limited to three minutes, directed to address only the panel of DEEP officials, and warned that interruptions or personal attacks would not be tolerated.

KENT — Residents now have access to around-the-clock food-scrap composting thanks to two newly installed organics “smart bins,” unveiled during a ribbon-cutting ceremony Monday morning, Dec. 1.

Rick Osborne, manager of the Kent Transfer Station, placed the first bag of food scraps into the smart bin located at 3 Railroad St. A second bin has been installed outside the Transfer Station gate, allowing 24/7 public access even when the facility is closed.

CORNWALL — Housing and healthcare topped the list of 15 goals the Board of Selectmen set for the next two years, reflecting the board’s view that both areas warrant continued attention.

First Selectman Gordon Ridgway and Selectmen Rocco Botto and John Brown outlined their priorities during the board’s regular meeting on Tuesday, Dec. 2. On housing, the board discussed supporting organizations working to create affordable options in town, and Botto said the town should also pursue additional land acquisitions for future housing.
