Technicality delays hearing

SALISBURY — The Zoning Board of Appeals public hearing in the case of Ann Marie Nonkin versus her Lake Wononscopomuc neighbors has been continued again — this time to Sept. 4 — because of a technical defect in her appeal application.

Last week the board concluded that Nonkin’s attorneys had filed a defective appeal application that did not include two other items they wanted to discuss at the hearing. So the board voted to seek legal counsel and continue the hearing to this week.

On Monday, ZBA attorney Peter Herbst told the board it had two options: hold the hearing based on the one issue alone or renotice the hearing to include all the memorandums attached to Nonkin’s application. The board voted unanimously for the latter.

Nonkin claims the home at 144 Millerton Road was built without proper permits, is too tall and is in violation of the town’s own zoning code, which she says the town itself has failed to enforce. In June, she also asked the Planning and Zoning Commission to revoke a zoning permit given to the property owners, Dean and Margaret Haubrich. The commission ruled that the remedy for an incorrect permit issued by the zoning administrator is to appeal that decision to the Zoning Board of Appeals.

Last month, a Litchfield Superior Court judge denied a motion by the Haubrichs to dismiss the Nonkin’s case seeking an injunction against further building.

LAKEVILLE — Nearly a month after closing the public hearing on the proposed Wake Robin Inn redevelopment, the Planning and Zoning Commission began its deliberations last week over the course of two special meetings devoted solely to the controversial project.

Over four hours of discussion helped the Commission to establish its position at this stage in the process, about a month before its statutory window to render a decision expires on Nov. 13.

Fallen tree cancels jubilee

LAKEVILLE — The Lakeville Journal and The Millerton News Jubilee Luncheon fundraiser at the Grove Sunday, Oct. 12 was canceled after a very large section of a tree fell on the caterer’s tent at about 10 a.m.

Most of the catering staff heard the tree breaking up and got out of the tent in time, but the chef was hit by the falling limbs and sustained non-critical injuries.

Rhys V. Bowen

LAKEVILLE — Rhys V. Bowen, 65, of Foxboro, Massachusetts, died unexpectedly in his sleep on Sept. 15, 2025. Rhys was born in Sharon, Connecticut, on April 9, 1960 to Anne H. Bowen and the late John G. Bowen. His brother, David, died in 1979.

Rhys grew up at The Hotchkiss School in Lakeville, where his father taught English. Attending Hotchkiss, Rhys excelled in academics and played soccer, basketball, and baseball. During these years, he also learned the challenges and joys of running, and continued to run at least 50 miles a week, until the day he died.
