Town Hall to get spruced up; search continues for Board of Assessment Review member

NORTH EAST — The Town Board took care of a number of issues at its monthly meeting on Thursday, Dec. 13. Among them was the state of North East’s buildings and grounds.“I see we are trimming the sides of our roads,” said Councilman Steve Merwin, directing his comments to Highway Superintendent Bob Stevens. “It’s looking much nicer.”Town Supervisor John Merwin informed the board the Building and Grounds Committee had submitted a proposal to replace some of the old and damaged carpet in Town Hall, near the judge’s bench in the courtroom, as well as tattered linoleum in the kitchen. The town had an estimate from Riley’s Furniture for the work for roughly $1,136, which the store said it would honor even though the quote was given last year.Because of safety concerns, and fears that anyone walking on the ripped carpet could trip and fall at any given moment, it was decided the work should be done sooner rather than later. Councilman Merwin added it would be nice to update the carpet, which he guessed dated back to the ‘70s.The board made a motion to hire Riley’s for the work, which was seconded and passed unanimously. It then discussed the need to purchase “heavy-duty rugs” to deal with dirt, snow and ice for the foyer, courtroom and an additional room at Town Hall. Supervisor Merwin said research into the matter has proven that doing so through a uniform company would be the town’s best bet. He suggested purchasing the rugs versus renting them, as did Bookkeeper Lorna Sherman.“If we rent them [the company] will come and clean them every week,” she said. “We don’t need that so it’s cheaper to purchase them and clean them when we need to.”The board passed a motion to buy one 3-foot by 5-foot rug, two 4-foot by 6-foot rugs and one 4-foot by 12-foot rug from Ulster Uniform Services. The motion passed unanimously.Board of Assessment Review still searchingThe board then segued into a discussion about the continued vacancy on the Board of Assessment Review (BAR), which according to Supervisor Merwin, “nobody has applied for or expressed interest in.”The five-member BAR is a quasi-judicial body responsible for hearing property owners grieve about their assessments come Grievance Day, which falls on the fourth Wednesday after the fourth Tuesday every May.According to the supervisor, Assessor Katherine Johnson “really wants a full board.” The new member would be filling a full five-year term.“It’s not a position where we can just pick anybody to do it,” said Councilman George Kaye. “You have to have some knowledge. It’s not the easiest position to fill.”RequirementsTo qualify for a seat on the town’s Board of Assessment Review one must have a knowledge of property values; be 18 years of age or older; be a U.S. citizen; and be a resident of the town of North East. Those interested in applying should contact town Supervisor Merwin at Town Hall at 518-789-3300, ext. 608 or send a letter of interest to Town Hall, Attn: John Merwin, PO Box 516, Millerton, NY 12546.

Indigo girls: a collaboration in process and pigment
Artist Christy Gast

In Amenia this fall, three artists came together to experiment with an ancient process — extracting blue pigment from freshly harvested Japanese indigo. What began as a simple offer from a Massachusetts farmer to share her surplus crop became a collaborative exploration of chemistry, ecology and the art of making by hand.

“Collaboration is part of our DNA as people who work with textiles,” said Amenia-based artist Christy Gast as she welcomed me into her vast studio. “The whole history of every part of textile production has to do with cooperation and collaboration,” she continued.
